Legalisation of documents by the Ministry for Foreign Affairs

In order to have the authenticity of a signature certified or a document authenticated, a foreign authority, company or private person may ask the Finnish authorities for an official certification for documents executed in Finland.

As to States other than those Parties to the Hague Apostille Convention, the legalisation procedure of documents has three stages:

  1. First, the notary public certifies the document or the signature in Finland.
  2. Next the Department of Consular Services and Legalisations at the Ministry for Foreign Affairs certifies the signature of the notary public. The Ministry for Foreign Affairs charges a 20 euro fee per certification. At the most, six documents may be certified while one waits.

Legalisation of documents by the Embassy of Finland

The Embassy can legalize certain certificates issued by the authorities of the United Arab Emirates, Bahrain and Qatar (birth, marriage and death certificates) for Finnish authorities and submit them to the Population Register Centre in Finland. The documents must first be translated into English and legalized at the Ministry of Foreign Affairs of the State in question.

Please note that legalization of documents will take from 3 to 5 working days. If you are traveling to the Embassy from afar, we recommend making an appointment. The Embassy can legalize documents while waiting only by appointment or in emergency situations.
